Description

Gegenstand des vorliegenden Vergabeverfahrens ist die Vergabe eines Auftrages über die Bereitstellung, Einrichtung, Verwaltung und Betreuung einer Common Data Environment (CDE) als Projekt-Kommunikations-Management-System (PKMS) für das Projekt Neubau Bundesministerium für wirtschaftliche Zusammenarbeit und Entwicklung (BMZ) in Berlin in stufenweiser Beauftragung. Für das Informationsmanagement wird eine einheitliche Datenumgebung (CDE) genutzt, die allen Projektbeteiligten zur Verfügung steht. Über die CDE werden allen Projektbeteiligten die projektspezifischen Bauwerksmodelle und Informationen bereitgestellt. Gleichzeitig wird die CDE zur modellbasierten Kommunikation und Dokumentation über ein Aufgaben- und Workflowmanagement genutzt. Der Bundesbau verfolgt explizit die durchgängige Nutzung von offenen Standards und nichtproprietären Formaten. Um über die gesamte Projektabwicklung einen hersteller- und produktneutralen Daten- und Informationsaustausch zwischen den Projektbeteiligten sicherstellen zu können, wird die Nutzung standardisierter Austauschformate wie z. B. IFC und BCF verfolgt. Basis für ein erfolgreiches Informationsmanagement ist ein kontinuierlicher Informationsaustausch zwischen den Projektbeteiligten. Die Übergabe der in den AIA formulierten Informationen an den Betrieb erfolgt durch digitale Bauwerksmodelle (As-built/ Bestandsdokumentationsmodell). Aus diesem Grund ist die Bereitstellung und Vorgabe einer CDE seitens der Maßnahmenträger vorgesehen, um das Informationsmanagement für die Bundesbauten zu vereinheitlichen. Zur Unterstützung der Projektkommunikation für das Projekt BMZ soll auf dieser Grundlage eine Common Data Environment (CDE) eingesetzt werden, die auch als Projekt-Kommunikations-Management-System dient. Die CDE soll über alle Phasen (LPH 2-9) des Projektablaufs als einzige zentrale Informationsquelle („Single Source of Truth“) für den Austausch, die Datenablage und Dokumentation fungieren und hat die folgenden Anforderungen zu erfüllen: Sicherheit und Vertraulichkeit der Daten sicherstellen; barrierefreie und erprobte Nutzung; für eine Vielzahl an Projektbeteiligten nutzbar; insbesondere auch durch Externe Dritte (Nutzer BMZ, Behörden und Planer) zu nutzen; über eine lange Projektlaufzeit nutzbar; Versand von großen Datenmengen möglich; sicheres Vergabesystem von Zugriffsrechten möglich; Verknüpfung mit Anwendungsbereichen der BIM-Methode möglich.
