Description

Planungsleistungen für die Tragwerksplanung - gemäß HOAI 2021, Teil 4, Abschnitt 1, § 51. Die Handwerkskammer Ulm beabsichtigt, die Bildungsakademie Ulm am Standort Köllestraße 55 in 89077 Ulm umfassend zu modernisieren. Die Maßnahme umfasst Teilabbruch-, Modernisierungs- sowie Neubauanteile im Bestand. Für das Vorhaben soll ein Förderantrag gestellt werden. Die grundsätzliche Förderfähigkeit wurde durch das Bundesamt für Wirtschaft und Ausfuhrkontrolle (BAFA) sowie das Land Baden-Württemberg bestätigt. Grundlage der weiteren Planung und Umsetzung ist die Projektskizze des Architekturbüros Wolf, Heidenheim, das im Rahmen eines europaweiten Vergabeverfahrens (VgV) für die Objektplanung Gebäude den Zuschlag erhalten hat. Gegenstand dieses Vergabeverfahrens sind Leistungen der Tragwerksplanung gemäß § 51 HOAI 2021. Beauftragt werden die Grundleistungen der Leistungsphasen 2 bis 6 gemäß HOAI sowie ggf. Besondere Leistungen. Die Beauftragung erfolgt stufenweise, zunächst bis einschließlich Leistungsphase 3; weitere Leistungsphasen werden optional und abhängig von Förderzusage und Projektfortschritt übertragen. Im Rahmen der Planung sind die Anforderungen der Fördermittelgeber umfassend zu berücksichtigen, ins-besondere in Bezug auf Energieeffizienz, nachhaltige Gebäudekonzepte und den Einsatz regenerativer Energien. Hierzu zählen u. a. integrale Energiekonzepte, die Optimierung der Anlageneffizienz sowie der Einsatz moderner Gebäudeautomation. Der Auftragnehmer hat förderfähige und nicht förderfähige Maßnahmen klar zu unterscheiden und transparent darzustellen. Erfahrungen im Umgang mit Fördermitteln sind daher ein wesentliches Auswahlkriterium. Die Planung erfolgt in enger Abstimmung mit der Objektplanung sowie den weiteren Fachplanungen, insbesondere der Technischen Ausrüstung (HLS und ELT). Besondere Anforderungen ergeben sich aus der Planung im Bestand, der Integration in vorhandene Tragstrukturen sowie aus der abschnittsweisen Umsetzung bei laufendem Betrieb. Der Projektzeitplan (siehe auch Kap 1.7) stellt sich wie folgt dar: • Planungsbeginn: Juni 2026 • Abschluss Vorplanung (LPH 2): Oktober 2026 • Abschluss Entwurfsplanung (LPH 3): Juni 2027 • Förderantrag auf Basis Kostenberechnung (DIN 276) • Zuwendungsbescheid: voraussichtlich Ende 2027 • Baubeginn: Ende 2028 • Fertigstellung: 2032/2033 Ziel des Vorhabens ist die Schaffung eines zukunftsfähigen Bildungsstandorts für die handwerkliche Aus- und Weiterbildung.
