Auftraggeber der ausgeschriebenen Leistung ist der Zweckverband Bioabfallverwertung Südholstein, eine Körperschaft des öffentlichen Rechts ohne Gebietshoheit. Das Verbandsgebiet umfasst die Gebiete seiner Verbandsmitglieder, der Kreise Stormarn und Herzogtum Lauenburg. Der Zweckverband schreibt die Übernahme, gegebenenfalls den Transport sowie die Verwertung von Bioabfällen aus der Biotonnensammlung der AWSH aus (ca. 28.000 Mg/a, siehe Pos. 5.1 dieser Bekanntmachung). Der bestehende Vertrag über die Verwertung von Bioabfällen endet zum 31.12.2027. Ab dem 01.01.2028 steht im Rahmen der interkommunalen Zusammenarbeit mit den Entsorgungsbetrieben Lübeck (EBL) eine jährliche Verwertungskapazität von 27.000 Mg zur Verfügung. Die derzeit aus der Biotonnensammlung anfallende Bioabfallmenge beträgt rund 55.000 Mg pro Jahr. Nach Abzug der durch die EBL abzudeckenden Menge verbleibt eine auszuschreibende Restmenge von rund 28.000 Mg pro Jahr. Gegenstand dieser Ausschreibung ist daher die Übernahme, gegebenenfalls der Transport sowie die Verwertung dieser Restmenge von ca. 28.000 Mg Bioabfall pro Jahr. Für die Leistungsjahre 2028 und 2029 ist eine Verwertung in einem Verfahren mit energetischer Nutzung und anschließender stofflicher Nutzung (Kaskadenprinzip) noch nicht zwingend vorgeschrieben (Übergangsregelung). Übernahme und Transport Der Auftragnehmer hat in jedem Fall die Übernahme der vertragsgegenständlichen Bioabfälle an einer Übernahmestelle sicherzustellen. Hierfür bestehen folgende Möglichkeiten: - Es besteht die Möglichkeit, dass der gegenständliche Bioabfall von der AWSH oder deren beauftragten Dritten an einer vom Auftragnehmer zu betreibenden Übernahmestelle angeliefert wird. - Es besteht die Möglichkeit, dass der gegenständliche Bioabfall von dem Auftragnehmer oder einem beauftragten Dritten an der Übernahmestelle der AWSH (Umschlag Lanken) abgeholt wird. Für den Transport der Mengen sind je nach Ausgestaltung der Logistik durch den Auftragnehmer zudem weitere Transporte durch den Auftragnehmer denkbar: Abhängig von dem vom Bieter angebotenen Logistikkonzept kann der Transport von der Übernahmestelle der AWSH in Lanken zur bzw. zu den Verwertungsanlagen des Auftragnehmers optional durch einen von der AWSH beauftragten Dritten durchgeführt werden.
