Die KID beabsichtigt, einen Rahmenvertrag auszuschreiben, der dann zwischen dem Bieter des wirtschaftlich-günstigsten Angebots nach Maßgabe der Zuschlagskriterien und der KID geschlossen wird. Gegenstand der ausgeschriebenen Leistung ist die Beschaffung von Dienstleistungen für die Digitalisierung der Bestandsakten und des laufenden Posteingangs (Scangut) der Ausländerbehörde (ABH)/LH MD unter vollumfänglicher Einhaltung der einschlägigen datenschutzrechtlichen Maßgaben sowie der strikten Vorgabe, dass das physische Scan-gut und dessen Digitalisate den Rechtsraum der Bundesrepublik zu keinem Zeitpunkt verlässt (Inlandsklausel). Die Bieter verpflichten sich mit Angebotsabgabe, die dafür nötigen personellen, technischen und logistischen Ressourcen während der Vertragslaufzeit bereit zu stellen.
