Beratungsleistungen zum Projektmanagement Strukturwandel Boxberg/ Oberlausitz Die Gemeinde Boxberg/ O.L. ist die flächengrößte Gemeinde im Landkreis Görlitz und sie zählt vollständig zum Siedlungsgebiet der Sorben. Die Gemeinde verbindet 18 Ortsteile, in denen ca. 4.300 Menschen leben. Die Gemeinde ist wesentlich durch das nördlich in der Gemeinde liegende Kraftwerk Boxberg geprägt. Es zählt nunmehr zu den kernbetroffenen Kommunen des Lausitzer Reviers und nimmt mit seiner Lage in diesem Revier sowie der industriellen Prägung eine besondere Stellung im Strukturwandelprozess ein. Mit der bevorstehenden Stilllegung in den Jahren 2029 bis 2038 wird es zum Wegfall von rund 2.000 industriellen Arbeitsplätzen im Gemeindegebiet bezogen auf das Kraftwerk Boxberg an sich kommen. Darüber hinaus werden damit in erheblichem Maße weitere Arbeitsplätze in Zulieferbetrieben, Dienstleistungen, Handel, Handwerk und Gastronomie verloren gehen. Insgesamt werden sich die wirtschaftlichen Grundlagen der Gemeinde in außergewöhnlicher Tiefe ab 2029 verändern. Die Gemeinde Boxberg will in den kommenden Jahren die Flächen des Kraftwerks selbst, besonders aber die Braunkohletagebaue (Nochten und Reichwalde), die sich auf der kommunalen Fläche befinden, in den kommenden Jahren zu einem Zukunftsstandort für nachhaltige Energielösungen und touristische Entwicklung umwandeln. Diese Transformation kann selbstverständlich, so das Bewusstsein der Kommune, nur gemeinsam mit den umliegenden, ebenfalls betroffenen Kommunen angegangen werden. Die besondere Betroffenheit und die spezifische Ausgangslage der Gemeinde Boxberg O.L. ermöglichen es, Lösungsansätze unter realen, besonders herausfordernden Bedingungen zu erproben. Diese Erfahrungen - etwa zur interkommunalen Koordination, zur Einbindung von Wirtschaft und Zivilgesellschaft, zum Aufbau neuer Infrastruktur oder zur Entwicklung neuer wirtschaftlicher Perspektiven - bieten wertvolle Erkenntnisse für andere Strukturwandel-kommunen im Lausitzer Revier, ohne dabei die besondere Rolle der Gemeinde zu relativieren. Die koordinierte Transformation der Gemeinde wird so zu einem zentralen Baustein einer erfolgreichen regionalen Entwicklung im gesamten Lausitzer Braunkohlerevier.
