Für den Fördertatbestand 4 „ Einrichtung von teil- oder vollautomatisierten klinischen Entscheidungsunterstützungssystemen“, gem. §19 Abs. 1 Nr. 4 KHSFV, wird eine Entscheidungsunterstützung für die medizinische Dokumentation - LLM-basierte Arztbriefschreibung beschafft. Das Vergabeverfahren verfolgt das Ziel, einen leistungsfähigen, erfahrenen und technologisch innovativen Anbieter für eine "Entscheidungsunterstützung zur medizinischen Dokumentation - LLM-basierte Arztbriefschreibung" zu identifizieren. Die Auswahl soll auf der Grundlage objektiver, transparenter und vergaberechtskonformer Kriterien erfolgen und gewährleistet eine nachhaltige, wirtschaftlich tragfähige und zukunftssichere Systemlösung, die den spezifischen Anforderungen des Auftraggebers gerecht wird. Durch den Einsatz eines automatisierten klinischen Entscheidungsunterstützungssystems (Projekt 4.01 gem. Antragstellung) auf der Basis von künstlicher Intelligenz (KI) sollen in Echtzeit patientenindividuelle Hinweise zu möglichen Erkrankungen, Komplikationen oder Risiken generiert und diese dem Behandler bedarfsangepasst dargestellt werden. Die Behandler werden durch die automatisierten Hinweise und Empfehlungen bei ihren Behandlungsentscheidungen mit dem Ziel der Steigerung der Versorgungsqualität unterstützt. Ziel des Beschaffungsvorhabens ist die Bereitstellung einer integrierbaren Lösung zur LLM-basierten Generierung von Arztbriefen auf Grundlage strukturierter medizinischer Daten aus führenden Systemen/ Primärsystemen. Der Beschaffungsgegenstand unterstützt medizinisches Fachpersonal bei der effizienten, inhaltlich vollständigen und formal korrekten Erstellung von Arztbriefen durch die automatisierte Verarbeitung relevanter Behandlungs- und Falldaten. Zentrales funktionales Element zur Entscheidungsunterstützung der medizinischen Dokumentation ist eine visuelle Übersichts-/Startseite in Form eines Dashboards, welche strukturierte klinische, administrative und behandlungsbezogene Informationen aus unterschiedlichen Primärsystemen zusammenführt. Diese Entscheidungsunterstützung ermöglicht eine umfassende Sicht auf den Patientenprozess - von der Aufnahme bis zur Entlassung - und bildet die Ausgangsbasis für eine gezielte, kontextgerechte Arztbriefschreibung. Die Startseite zeigt unter anderem Anamnese, Diagnosen, Medikationen, Vitalparameter, Bildgebung, Befunde und Verlaufsdaten an und macht Handlungsbedarfe sowie fehlende Inhalte visuell kenntlich. Zusätzlich werden relevante Systeminformationen, insbesondere Station, Zimmer, Verweildauer und Bearbeitungsstatus rollenspezifisch angezeigt. Die Lösung fügt sich funktional in bestehende klinische Systemlandschaften ein und nutzt interoperable Datenquellen, die über den Beschaffungsgegenstand standardisiert bereitgestellt werden. Die erzeugten Dokumente orientieren sich an klinischen und dokumentationsrelevanten Anforderungen und ermöglichen eine semantisch konsistente, geschlechts- und kontextgerechte Textausgabe. Zudem bildet die Lösung rollenbasierte Bearbeitungs-, Prüf- und Freigabeprozesse ab, gewährleistet die Nachvollziehbarkeit aller Bearbeitungsschritte und trägt zur strukturierten Kommunikation mit nachfolgenden Leistungserbringern bei. Die KI-basierte Arztbriefschreibung stärkt somit die Versorgungsqualität, reduziert den administrativen Aufwand und fördert die digitale Transformation klinischer Dokumentationsprozesse - auf Grundlage einer intelligenten und interaktiven Entscheidungsunterstützung. Der Beschaffungsgegenstand unterliegt den Förderrichtlinien des BAS für die KHZG-Förderanträge, inkl. der Erfüllung der jeweiligen MUSS-Kriterien. Mit der neuen Lösung wird eine messbare Verbesserung der Versorgungsqualität und Prozessdurchgängigkeit angestrebt, um den Verwaltungsaufwand zu senken und Ressourcen stärker in die direkte Patientenversorgung lenken zu können. Das Verfahren legt daher nicht nur Wert auf den funktionalen Leistungsumfang der Lösung, sondern auch auf: - die technologische Innovationskraft des Anbieters, - dessen Implementierungs- und Betriebskompetenz, - sowie die Nachhaltigkeit der Partnerschaft, insbesondere im Hinblick auf Support, Weiterentwicklung und Compliance-Fähigkeit.
