Der Auftraggeber wünscht sich ein modular aufgebautes System, das „on premise“ installiert und in einer „containerisierten“ Umgebung betrieben wird. Das ITCS ist nach aktuellem Stand der Technik ausgeführt, entspricht einer modernen Softwarearchitektur und erfüllt mindestens die Anforderungen an den BSI-Grundschutz. Das System soll redundant ausgelegt sein und soll auch georedundant betrieben werden können. Das System soll durch den Bieter „gemanagt“ werden. Details und Absprachen zur genauen Aufgabenteilung ergeben sich aus den „IT-Anforderungen“ und werden in der Verhandlungsphase mit den Bietern im Detail abgestimmt. Der Datenaustausch zwischen den Bordrechnern und dem INSA-RBL erfolgt über die HRC-„Luftschnittstelle“. Je nach Hersteller der Bordrechner sind verschiedene Mediatoren im Einsatz, die entweder bei den Verkehrsunternehmen selbst oder auch bei der NASA GmbH im Rechenzentrum stehen.
