Der Auftraggeber beabsichtigt die Vergabe einer spartenübergreifenden Mehrpartner- Rahmenvereinbarung (drei Rahmenvertragspartner) über Investitions- und Unterhaltungsleistungen, Tiefbauleistungen für Gasrohr-, Wasserrohr-, Kabelverlegung ggf. inkl. Rufbereitschaft. Die Leistungen betreffen inhaltlich die gleichen Leistungen in den Sparten Strom/Gas/Wasser. Der Auftraggeber beabsichtigt die Vergabe dergestalt, dass die Rahmenvertragspartner einen unterschiedlichen Umfang an den jährlich zu erbringenden Gesamtleistungen übernehmen (Erstplatzierter: 60% zzgl. Rufbereitschaft, Zweit- und Drittplatzierter je 20%, es ist jedoch auch möglich, sich nur für ein 20%-Kontingent (ohne Rufbereitschaft) zu bewerben; siehe dazu unter D.II.5.). Jeder Auftragnehmer soll jedoch zur Sicherstellung der erforderlichen Leistungsverfügbarkeit nach Maßgabe eines in der Rahmenvereinbarung dargestellten (Kaskadenprinzip) die Möglichkeit haben, (Teil)Leistungen eines anderen Auftragnehmers zu übernehmen, wenn dieser die Leis-tungserbringung im Einzelfall aus berechtigtem Grund ablehnt.
