Die Deutsche Raumfahrtagentur im Deutschen Zentrum für Luft- und Raumfahrt e.V. (RFA im DLR e.V.), hier Bereich Weltraumlage, sondiert die Beschaffung schlüsselfertiger Bodenstationen für passiv-optische Beobachtungen (Detektion und Verfolgung) von Weltraumschrott, einschließlich Kontrollsysteme und Steuerungssoftware sowie ggf. der anschließenden Instandhaltung der Systeme. Ziel dieses Vorhabens ist es Teleskopsysteme zur (Neu-)Detektion und Verfolgung von Objekten in der Erdumlaufbahn in ein bestehendes Netz von Sensoren zu integrieren und operationell in Betrieb zu nehmen. Die Systeme sollen an das deutsche Weltraumlagezentrum (WRLageZ) angebunden werden und möglichst genaue Beobachtungsdaten (Winkelkoordinaten und scheinbare Helligkeit) für möglichst kleine Objekte im Low Earth Orbit (LEO), Medium Earth Orbit (MEO) (bspw. Galileo) und Geostationary Earth Orbit (GEO) liefern. Für Beobachtungen im LEO und MEO/GEO könnten ggf. auch separate Teleskope oder Teleskopsysteme infrage kommen, sodass ein einzelnes Teleskop/Teleskopsystem nicht zwingend für alle Bahnhöhen bzw. für sowohl Detektion als auch Verfolgung ausgelegt sein muss. Die Systeme müssen für einen voll-automatisierten Messbetrieb ausgelegt sein und die vom WRLageZ zentral beauftragten Beobachtungen eigenständig, unter Berücksichtigung von Umwelteinflüssen und der Sicherheit der Systeme, durchführen können. Dabei müssen Messdaten voll-automatisiert verarbeitet und dem WRLageZ in standardisierter Form (TDM-Format) nahezu in Echtzeit zur Verfügung gestellt werden. Eine konkrete Anforderung an die Systeme ist hier explizit nicht genannt, um zunächst einen Überblick über alle marktverfügbaren Systeme zu erhalten. Die gewonnenen Bahndaten sollen in den im WRLageZ erstellten Bahndatenkatalog eingepflegt werden und mit ausgewählten nationalen wie internationalen Partnern geteilt werden. Diese Daten bilden zudem die Grundlage für die Weiterentwicklung nationaler Fähigkeiten zur operationellen Weltraumüberwachung im Bereich passiv-optischer Beobachtungen. Die regelmäßige Vermessung erdnaher Objekte liefert einen wertvollen Beitrag zum Space Traffic Management und der nachhaltigen Nutzung der Raumfahrt, indem Annäherungen genauer vorhergesagt und damit die Anzahl an Ausweichmanövern minimiert werden können. Als Bestimmungsorte sind Standorte außerhalb der Bundesrepublik Deutschland angedacht. Als grobe Orientierung können folgende Regionen angenommen werden: Japan/Südkorea, Australien/Neuseeland, südliches Afrika, Südamerika, Mexiko. Im Einzelnen sind folgende Aktivitäten vorgesehen: a. Integration eines voll-automatisierten Teleskopsystems, b. Verbringung, Installation und Validierung des Systems am Bestimmungsort im außereuropäischen Ausland, c. Mitarbeiterschulung für den Betrieb des Systems. Für die Durchführung der Aufgabe ist ein Zeitraum von maximal 12-18 Monaten, voraussichtlich ab Januar 2026 vorgesehen.
