Interimsarchiv - Regalsysteme Das Stadtarchiv von Bad Münstereifel befand sich bis zum Hochwasser 2021 im Keller des Rathauses, Marktstraße 11 und erlitt bei der Flutkatastrophe schwere Schäden. Das Archivgut musste geborgen und eingefroren werden. Das Archivgesetz Nordrhein-Westfalen (ArchivG NRW) legt klare Verpflichtungen zur Erhaltung von Archivgut für kommunale Archive fest. Gem. § 5 II S.1 ArchivG NRW besteht die Pflicht, Archivgut auf Dauer sicher zu verwahren, was bedeutet, dass einmal übernommene Unterlagen langfristig erhalten werden müssen. Dies ist ohne technische Mittel bei schätzungsweise 9.500 Archivkartons nicht möglich. Die in diesem Dokument beschriebene Maßnahme umfasst die Einrichtung eines temporären Magazins in den Arloffer Thonwerken, um die beschädigten und teilweise restauratorisch aufgearbeiteten Archivbestände konservatorisch fachgerecht zu lagern und zu verzeichnen, bis ein dauerhaftes Archivgebäude verfügbar ist. Die Interimsmaßnahme M3-1 ist Teil des Gesamtprojekts zur Wiederherstellung des Stadtarchivs Bad Münstereifel nach den Überschwemmungsschäden im Juli 2021. Das Gebäude bietet eine Grundfläche von ca. 626 m² und ist ein eingeschossiger Gebäudekomplex in Massivbauweise mit Flachdachkonstruktion. Es wurde von Experten des LVR Archivberatungs- und Fortbildungszentrums als geeignet eingestuft, da es mit geringem Aufwand an die notwendigen Standards angepasst werden kann. Der Gebäudekomplex umfasst mehrere Räume, die für die Archivnutzung umgebaut werden müssen. Der Auftragnehmer (AN) schuldet die vollständige, genehmigungsfähige und betriebsbereite Herstellung der Archivnutzung einschließlich Planung im Umfang der erforderlichen Werk-/Montage- und Detailplanung, Lieferung, Montage, Inbetriebnahme, Prüfungen, Dokumentation, Abstimmung inklusive aller funktionsnotwendigen Nebenleistungen, auch wenn diese nicht einzeln genannt sind. Somit obliegt die Wahl der technischen, konstruktiven und organisatorischen Umsetzung dem AN. Die angebotene Lösung muss die beschriebenen Leistungsziele vollständig erfüllen und den anerkannten Regeln der Technik entsprechen. Funktionsgleichwertige Lösungen sind zulässig, sofern sie das geforderte Leistungsniveau mindestens erreichen. Eine detaillierte Übersicht zu den im EU-Verfahren ausgeschriebenen Leistungen findet sich in der Leistungsbeschreibung. Der Leistungsbeginn ist ab Zuschlagserteilung. Die Regalanlage muss spätestens bis zum 29.01.2027 vollständig montiert, geprüft und betriebsbereit übergeben werden, da ab diesem Zeitpunkt die ersten Archivalien angeliefert werden.
