Description

Bei der geplanten Baumaßnahme handelt es sich um ein umfassendes Ersatzneubauprojekt des Kiesbergtunnels auf der Landesstraße L 70. Charakteristisch für den bereits 1970 in Betrieb genommenen Straßentunnel ist seine zweigeschossige Ausführung, bei der die beiden jeweils zweispurigen Richtungsfahrbahnen größtenteils übereinander geführt werden. Aufgrund veralteter Betriebstechnik und altersbedingter Betonschäden besteht ein erheblicher Sanierungsbedarf. Die konstruktiven Besonderheiten des Ingenieurbauwerks führen zu erhöhten Anforderungen an die Planung und Umsetzung der Maßnahme. Teil des Projekts ist auch ein Ersatzneubau für das abgängige Überführungsbauwerk der L 70 über die Viehhofstraße. Eine detaillierte Darstellung des Projekts und seines Umfangs ergibt sich aus Anlage 8 Projektinformation (Teil der Vergabeunterlagen). Wegen der hohen projektspezifischen Anforderungen und der besonderen Komplexität wird als Projektabwicklungsmodell die "Integrierte Projektabwicklung" (IPA) gewählt. Ziel ist es, durch geeignete Rahmenbedingungen eine partnerschaftliche und zielorientierte Umsetzung des Projekts zu gewährleisten. Zentrales Element ist ein gemeinsamer Allianzvertrag (Mehrparteienvertrag) zwischen dem Auftraggeber und den maßgeblichen Schlüsselpartnern für Planung und Bauausführung. Einzelheiten zur IPA und die wesentlichen vertraglichen Regelungen des künftigen Allianzvertrags sind in einem Eckpunktepapier zusammengefasst, das als Anlage 9 (Teil der Vergabeunterlagen) beigefügt ist. Zur Umsetzung des Projekts ist die Vergabe der folgenden fünf Vergabepakete durch den Auftraggeber vorgesehen: VP1 - Objekt- und Fachplanungen Konstruktion VP2 - Fachplanung betriebstechnische Ausstattung VP3 - Ausführung Abbruch/Entsorgung/Baulogistik VP4 - Ausführung konstruktive Gewerke VP5 - Ausführung betriebstechnische Ausstattung. Dieses Vergabeverfahren betrifft nur VP3 - Ausführung Abbruch/Entsorgung/Baulogistik. Für die weiteren Vergabepakete werden eigenständige Verhandlungsverfahren mit Teilnahmewettbewerb durchgeführt. Eine detaillierte Beschreibung des Vergabepakets ist der Anlage 8 Projektinformation (Teil der Vergabeunterlagen) zu entnehmen.
