Det er Ordregivers væsentligste formål med udbuddet at indgå aftale med en leverandør, der kan levere it-system til understøttelse af Ordregivers hjælpemiddelservice. Leverandøren giver derfor licens til et it-system til understøttelse af Ordregivers Hjælpemiddelservice til rådighed for Ordregiver og dennes borgere. Leverandøren skal implementere it-systemet og herefter levere drift, support og vedligeholdelse af it-systemet. Ordregiver forventer at kunne videreudvikle it-systemet i kontraktens løbetid. Ordregiver har i henhold til udbudslovens § 49, stk. 2, vurderet, om kontrakten kan opdeles i delkontrakter, men har vurderet, at det er mest hensigtsmæssigt af både praktiske og økonomiske årsager at samle kontraktens opgaver til udførelse hos én leverandør.
