ZADAVATEL je společností, která má ve svém předmětu podnikání mimo jiné výrobu a rozvod tepelné a elektrické energie. Z tohoto titulu ZADAVATEL provozuje a spravuje v Areálu chemických výrob Kralupy (ACHVK) parní kotle. V rámci udržení účinnosti a flexibility výroby páry a elektrické energie je nutné zajistit spalování alternativních paliv FCC a ACO na kotli K1.
