Description

ДСП се създава за периодична доставка по предварителна заявка на лекарствени продукти, включени в Приложение 2 на ПЛС по чл. 262, ал. 6, т. 2 от ЗЛПХМ, необходими за изпълнение на лечебната дейност в СБАЛПФЗ СОФИЯ ОБЛАСТ ЕООД. Лекарствените продукти са посочени в първоначална "Техническа спецификация“ с посочени: ATC код, международно непатентно ноименование, лекарствени форми, количество лекарствено вещество, единица мярка и необходимо прогнозно количество. Първоначално планиранираната "Техническа спецификация" може да бъде частично променяна в хода на провеждане на динамичната система, като се добавят нови лекарствени продукти и/или се променят количествата им. Посочените количества в приложената към настоящите указания „Техническа спецификация“ са прогнозни и не пораждат задължение за Възложителя да ги възложи в прогнозния обем. ДСП ще функционира в рамките на 24 /двадесет и четири/ месеца, като в този период Възложителят може да отправя покани до включените в ДСП кандидати за събиране на оферти за всяка конкретна поръчка за доставка на лекарствени продукти, в рамките на ДСП. Срок на договорите, сключвани въз основа на ограничените поръчки в рамките на ДСП е за период от 12 месеца. ДСП функционира на два етапа, както следва: ПЪРВИ ЕТАП НА ДИНАМИЧНАТА СИСТЕМА ЗА ПОКУПКИ - събиране на заявления за участие: квалифициране на доставчиците (допускане на доставчиците до системата). На този етап се събират заявления за участие в ДСП. Заявленията за участие /ЕЕДОП/ съдържат информация относно личното състояние на кандидатите и критериите за подбор, поставени от Възложителя. Краен срок за подаване на първоначални заявления - 24.09.2026 г. Разглеждането на първоначалните заявления за участие се извършва в срок до 10 /десет/ работни дни от крайният срок за подаване на първоначални заявления, след което Възложителят определя с решение за подбор с което квалифицираните доставчици се включват в ДСП. ВТОРИ ЕТАП - събиране на оферти по конкретни оферти: След влизане в сила на първоначалното решение за включване на одобрените кандидатите в ДСП, Възложителят обявява отделни процедури в рамките на ДСП. За всяка конкретна процедура, Възложителят изпраща покана за представяне на оферти за конкретната поръчка до всички кандидати, включени в ДСП. Офертите на кандидатите съдържат техническо и ценово предложение. Офертите ще бъдат класирани от комисия, назначена от възложителя.
