Description

Das USB plant die Beschaffung eines integrierten Vollsystems für klinische und administrative Prozesse (IVS). Ziel ist die durchgängige Digitalisierung und Unterstützung des gesamten Patientenpfads mit einer ganzheitlichen Sicht auf die relevanten Patientendaten. Das IVS soll medienbruchfreie Informations- und Dokumentenflüsse, weitgehend automatisierte und standardisierte Prozesse sowie eine aktive digitale Einbindung von Patientinnen und Patienten, Zuweisenden und weiteren Behandlungspartnern ermöglichen. Dadurch sollen die Behandlungsqualität, die Prozesssicherheit und Effizienz verbessert und die Mitarbeitenden von administrativen Tätigkeiten entlastet werden. Der vorgesehene Leistungsumfang umfasst die KIS-Kernfunktionalitäten sowie spezialisierte Lösungen für Intensivmedizin (PDMS), Radiologie (RIS), sowie Labor einschließlich Pathologie (LIS). Ergänzt werden diese durch Funktionen für administrative und klinische Fachbereiche, Kapazitäts- und Prozesssteuerung, digitale Patienteninteraktion (z. B. Patienten-App), Embedded Analytics sowie die Unterstützung klinischer Studien und Forschungsprojekte. Die einzelnen Komponenten müssen technisch, semantisch und prozessual integriert sein und durchgängige Daten-, Informations- und Dokumentenflüsse, automatisierte Workflows sowie ein konsistentes Nutzer-, Patienten- und Zuweisendenerlebnis ermöglichen. Zudem muss die Lösung die Integration von Drittsystemen unterstützen. Neben der Softwarelösung umfasst die Beschaffung die erforderlichen Beratungs- und Informatikdienstleistungen, insbesondere Planung, Konzeption, Konfiguration, Schnittstellenanbindung, Migration, Einführung, Inbetriebnahme sowie Betriebsunterstützung. Die Anbieter haben die Gesamtlösung als Generalunternehmer anzubieten. Das USB behält sich vor, einzelne Leistungsbestandteile optional auszuschreiben. Diese Vorankündigung erfolgt vorbehaltlich der Freigabe der Beschaffung. Die Publikation der Ausschreibung ist voraussichtlich für Dezember 2026 vorgesehen.
