Description

Onderhavige opdracht behelst een raamovereenkomst voor het (individueel) leasen van fietsen ten behoeve van het personeel (contractuelen/statutairen) van het ziekenhuis Oost-Limburg (ZOL). Deze overeenkomst beoogt het aanstellen van een leasemaatschappij die fietsenlease aanbiedt aan de medewerkers van het ZOL volgens de principes van loonruil. De fietsenlease zal worden aangeboden binnen het door ZOL gehanteerde cafetariaplan. ZOL maakt hiervoor gebruik van het platform Acerta FlexPay. De modaliteiten worden verder toegelicht in de technische bepalingen. Het ZOL beoogt hierbij een voor haar kostenneutrale operatie uit te voeren, met een beperkte administratieve last voor zowel haar eigen werking als voor de werknemers die wensen gebruik te maken van de fietsenlease. Om die reden hecht ZOL belang aan een doorgedreven digitalisering en automatisering van de administratieve verwerking van fietsleasing. Het moet bovendien mogelijk zijn om op het einde van de leaseperiode de fiets individueel over te nemen aan de reële marktwaarde. In het aanbod dienen, niet-limitatief, onder meer inbegrepen te zijn: pechverhelping, jaarlijks onderhoud en een verzekering tegen diefstal,… De raamovereenkomst wordt afgesloten voor een periode van 48 maanden (4 jaar). De looptijd van de individuele leasecontracten bedraagt 36 maanden (3 jaar) en kan eventueel 48 maanden bedragen (4 jaar). De aanbestedende overheid beschikt momenteel over lopende leaseovereenkomsten die niet het voorwerp uitmaken van deze opdracht en bijgevolg niet worden overgenomen door de nieuwe opdrachtnemer. Deze overeenkomsten blijven verder lopen tot hun contractuele einddatum bij de huidige dienstverlener. De opdrachtnemer dient hiermee rekening te houden en zal de verdere uitvoering van deze overeenkomsten op geen enkele wijze belemmeren. De huidige raamovereenkomst inzake fietsleasing loopt tot en met 10 augustus 2027. Onderhavige opdracht betreft de opvolgende raamovereenkomst. Hoewel de opdracht reeds vóór deze datum kan worden gegund en gesloten, zal de uitvoering ervan uitsluitend aanvangen vanaf 11 augustus 2027, aansluitend op het einde van de lopende raamovereenkomst.
