Description

De opdracht bestaat erin, een duurzame gebruiksvriendelijke, Cloud oplossing (SaaS) ter beschikking te stellen en te implementeren voor de VUB voor een financieel systeem m.i.v. het financieel en administratief beheer voor ‘end-to-end’ opvolging van (onderzoeks)projecten. De initiële contractduur van de opdracht is vier jaar met drie mogelijke verlengingen van telkens 2 jaar tot een maximale contractduur van tien jaar. De verlengingen gebeuren op basis van de Wet van 17 juni 2016, artikel 57, tweede lid van de wet overheidsopdrachten. De verlenging houdt in dat de contractuele voorwaarden ongewijzigd blijven. Deze financieel systeem heeft een grote impact en is nauw verbonden met andere systemen gehanteerd door de VUB. Een dergelijk ingewikkeld project dient dan ook voldoende duurzaam opgezet te worden. Een beperking van vier jaar zou kunnen leiden tot een verlies van intern, doorheen verschillende jaren,opgebouwde kennis, ervaring en ingezette middelen.Tegelijkertijd wenst de VUB te mogelijkheid te hebben om te vermijden om al na vier aantal jaar opnieuw een groot complex implementatieplan uit te voeren met daaraan gekoppeld een nieuwe investeringskost.De dienstverlening (waaronder doch niet beperkt tot de implementatie en ondersteuning) dient in het Nederlands te gebeuren.
