Syftet med upphandlingen är att tillgodose kommunens huvudsakliga behov av placeringar enligt Socialtjänstlagen (SoL) i tillståndspliktiga stödboenden för barn och unga, i åldrarna 16-20 år. Behovet för målgruppen uppskattas till ca 15-25 årsplatser. Avsikten är att upphandla avtal med verksamheter som ligger inom Gävle kommun samt i andra kommuner inom 250 km från Gävle kommun. Stödboende inom Gävle kommun eller grannkommun (Heby, Ockelbo, Sandviken, Söderhamn, Tierp och Älvkarleby); Stödboenden i Uppsala* , Stockholms, Södermanlands och Östergötlands län inom 250 km (fågelvägen) från Gävles kommungräns. *Förutom Tierps och Älvkarleby kommuner som ingår i anbudsområde 1; Stödboenden i Gävleborgs Län i följande kommuner; Hudiksvall, Nordanstig, Bollnäs, Ljusdal samt Ovanåker.
