Sedan den 1 januari 2022 ansvarar kommunerna för insamling och materialåtervinning av returpapper efter att det tidigare producentansvaret avskaffades. Från och med den 1 juli 2026 trädde en reformerad avfallslagstiftning i kraft som innebär att yrkesmässiga verksamheter får ett eget ansvar för bland annat returpapper och förbrukat kontorspapper. Kommunens tidigare ensamansvar för dessa avfallsflöden har därmed förändrats och ersatts av ett system där kommunen i vissa fall har ett så kallat andrahandsansvar. Upphandlingen genomförs mot bakgrund av denna förändrade lagstiftning och syftar till att säkerställa en effektiv och ändamålsenlig insamling av de returpappersflöden som fortsatt omfattas av kommunens ansvar. Nyköpings kommun har för avsikt att handla upp en aktör för insamling av returpapper i kommunen. Denna upphandling omfattar insamling, transport, sortering, lagerhållning, omhändertagande och avyttring av returpapper från kommunens återvinningsstationer (ÅVS), flerbostadshus och andra gemensamhetsanläggningar och kommunala verksamheter. Insamling via fyrfackskärl ingår inte i denna upphandling. Upphandlingen omfattar även omhändertagande av insamlade volymer som samlats in av kommunen i egen regi via fyrfackskärl och som tippats vid omlastningsstationen, Björshults avfallsanläggning. Den insamlade volymen i Nyköpings kommun uppgick 2025 till 214 ton. Nyköpings kommun kommer från och med september 2026 börja samla in returpapper via fyrfackskärl i egen regi vilket innebär en förväntad minskning av returpappersmängder på främst återvinningsstationerna.
