Hankinnan kohteena ovat Digi- ja väestötietoviraston (DVV) projekteja ja hankkeita tukevat projekti- ja hankehallinnan asiantuntijapalvelut sekä niitä täydentävät substanssiasiantuntijapalvelut DVV:n toimialaan liittyen. Selvyyden vuoksi todetaan, etteivät tekniset asiantuntijaroolit (kuten Scrum Master, kehittäjä, koodaaja, arkkitehti tai muut IT-toteutukseen keskittyvät asiantuntijatehtävät) sisälly tämän hankinnan kohteeseen. Asiantuntijat tukevat DVV:a projektien ja hankkeiden suunnittelussa, koordinoinnissa, ohjauksessa ja raportoinnissa DVV:n toimintamallien mukaisesti, tiiviissä yhteistyössä DVV:n edustajien kanssa. Tavoitteena on saada joustavasti ja tarvittaessa nopealla aikataululla osaavaa tukea, joka vahvistaa DVV:n omaa tekemistä ja mahdollistaa pitkäjänteisen, luottamuksellisen yhteistyön toimittajien kanssa.
