Hankinnan kilpailutus on ollut joukkoliikenteen palveluiden ja koulukuljetusten osalta hankintalain (Laki julkisista hankinnoista ja käyttöoikeussopimuksista 1397/2016) mukainen EU-kynnysarvon ylittävä kuljetuspalveluiden palveluhankinta. Hankinnan kohteena olevat joukkoliikenteen palvelut ja koulukuljetukset ovat hankintalain mukaisia palveluhankintoja, joiden pääasiallinen CPV-koodi on 60100000 - Tieliikennepalvelut ja lisäkoodien hankintanimikkeistöt ovat 60112000 - Joukkoliikennepalvelut maanteitse sekä 60120000 - Taksipalvelut. Alavuden kaupunki on toteuttanut hankintamenettelyn omasta ja muiden osallistuvien hankintayksiköiden puolesta, hankintalain (1397/2016) 3 luvun 21 §:n mukaisesti. Alavuden kaupunki on toiminut yhteiskilpailutuksen koordinaattorina. Jokainen kunta tekee itsenäisenä hankintayksikkönä omista hankinnoistaan omat sopimuksensa ja toimii palvelun tilaajana.
