TTS Keimolan Koulutus- ja opetusrakennus käsittää uuden koulutus- ja opetusrakennuksen toteutuksen kokonaishintaisena KVR-urakkana sisältäen viranomaisluvat, suunnittelun, rakennustekniset työt sekä talotekniset työt. Hankintayksikkö varaa oikeuden supistaa hanketta ja pyytää tarjoajilta päivitetyt tarjoukset, mikäli hankintayksikön urakalle asettama budjetti ylittyy. Urakan laajuus ja ehdot on tarkemmin kuvattu liitteenä olevissa alustavissa tarjouspyyntöasiakirjoissa sekä neuvottelukutsussa. Tähän hankintaan valitun menettelyn päätavoite on hyödyntää tarjoajien kokemuksia erilaisista rakenneratkaisuista, puun käytöstä rakentamisessa ja kokonaisprosessin hallinnasta siten, että em. osaamista pystytään hyödyntämään hankkeessa. Lisäksi neuvotteluvaiheessa pyritään varmistamaan kohteen elinkaaritavoitteet (energian käyttö, ympäristöluokitus, rakenteiden pitkäaikaiskestävyys yms.) Neuvottelun jälkeen urakoitsijoille toimitetaan tarjouspyyntöasiakirjat, joiden perusteella tarjoukset pyydetään. Hankintayksikkö käy neuvotteluja erilaisten ratkaisujen käyttömahdollisuudesta kohteessa sekä päättää millaisia mahdollisuuksia on tarjota kohdetta tarjouspyynnön liitteenä olevan rakenneratkaisun lisäksi muilla ratkaisuilla, kuten täysin puurunkoisella ratkaisulla sekä millaisia tarjoussuunnitelmia tarjoajilta mahdollisesti vaaditaan. Neuvotteluvaiheessa tarjoajat voivat esittää ratkaisuehdotuksia sekä viitesuunnitelmien mukaisista ratkaisuista että puurunkoisesta ratkaisusta. Tilaaja määrittelee lopulliseen tarjouspyyntöön, millaisista ratkaisuista tarjoajat voivat tehdä tarjouksia.
