Turun kaupungin konsernihallinnon hankintapalvelut pyytää osallistumishakemuksia kilpailulliseen neuvottelumenettelyyn koskien Turun kaupungin Vanhan suurtorin -korttelin (nk. Elephanten-kortteli) projektinjohtokonsultin palveluista. Poikkeuksellisen vaativan hankkeen projektinjohdon tehtävä on hankkeen kokonaisuuden käytännön johtaminen ja organisointi tilapalveluiden hankepäällikön tuella. Hankinnan kohde ja palvelun sisältö sekä vaatimukset on kuvattu alustavalla tasolla tässä osallistumispyynnössä ja niitä tullaan tarkentamaan neuvotteluissa. Hankinnasta on tarkoitus tehdä toistaiseksi voimassaoleva sopimus yhden toimittajan kanssa. Hankintamenettely on kaksivaiheinen. Tämän osallistumispyynnön perusteella valitaan 4 ehdokasta toiseen vaiheeseen, eli neuvotteluvaiheeseen. Neuvotteluissa täsmennetään palvelun vaatimuksia sekä tarjousten vertailuperusteita. Vaiheessa kaksi jätetään varsinainen tarjouspyyntö. Tarjouspyyntövaiheen valintaperusteena on kokonaistaloudellisesti edullisin hinta, jossa laadun painoarvo on 70 %. Neuvotteluissa on tarkoitus tarkentaa laadullisia vertailuperusteita sekä hinnan vertailutapaa. Neuvotteluihin kutsuttaville ehdokkaille voidaan Tilaajan niin halutessa lähettää ennakkotehtäviä liittyen neuvottelujen alustavaan sisältöön. Neuvottelut ovat samansisältöiset kaikkien kutsuttavien kanssa ja ne käydään luottamuksellisesti. Neuvottelujen sisältö: Neuvotteluvaiheen tarkoituksena on saada aikaiseksi varsinainen tarjouspyyntö. Neuvotteluissa tarkennetaan osallistumispyynnön liitteenä olevaa palvelukuvausta. Kuvattua tehtävää tarkennetaan ja tarvittaessa laajennetaan tai rajataan neuvotteluiden tuloksena. Osa kuvatuista tehtävistä saattaa myös vaihtua optioiksi lopulliseen tarjouspyyntöön. Neuvotteluissa on tarkoitus tarkentaa tarjousten vertailuperusteita, sekä laadullisia vertailuperusteita että hinnan pyytämisen sekä vertailun tapaa. Suunnitellusti laadun painoarvo tulee vertailussa olemaan 70 %. Mahdollisia laadullisia perusteita ovat esim. tarjoajilta tarjouksen osana vaadittava projektisuunnitelma ja tarjotun asiantuntijatiimin haastattelu(t).
