Kotkan kaupunki (hankintayksikkö, tilaaja) pyyysi Katariinan uimalan arkkitehti- ja pääsuunnittelusta tarjouksia tarjouspyynnön ja sen liitteiden mukaisesti. Katariinan uimalan uudisrakennuksen sekä maauimalan suunnitteluun hankitaan ensin pääsuunnittelu ja arkkitehtisuunnittelu sisältäen piha-, akustiikka- ja sisustussuunnittelun sekä tietomallikoordinoinnin. Arkkitehti toimii kohteen pääsuunnittelijana. Hankesuunnitelmaan sisältyy tilaajan laatima tavoitehinta-arvio. Tavoitehinta-arvio tarkistetaan suunnittelun edetessä hankkeeneri vaiheissa tilaajan toimesta. Tilaaja edellyttää suunnitteluryhmän käyttävän suunnitteluratkaisuja, joilla tavoitehinta-arviossa pysytään. Muu suunnitteluryhmä: rakenne-, LVIA-, vedenkäsittelytekniikka-, sähkö-, geo- ja muut tarvittavat suunnittelijat ja asiantuntijat kilpailutetaan erikseen tarvittavassa laajuudessa hyväksytyn ehdotussuunnitteluvaiheen jälkeen.
