Tampereen kaupunki pyysi tarjouksia kotoutumisen edistämisestä annetun lain (681/2023) mukaisesta palvelusta. Avoimella menettelyllä valittiin yksi palveluntuottaja, jonka kanssa tehtiin toistaiseksi voimassa oleva hankintasopimus. Hankittavan palvelun sisältö kuvattiin tarkemmin tarjouspyynnön liitteenä olevassa hankinnan kohteen kuvauksessa. Hankittavan palvelun arvon ennakoitiin ylittävän julkisista hankinnoista ja käyttöoikeussopimuksista annetun lain (hankintalaki 1397/2016) 25 §:n mukaisen kynnysarvon liitteen E hankinnoille, joten kilpailutuksessa sovellettiin hankintalakia. Hankintayksikkö valitsi tarjouksista kokonaistaloudellisesti edullisimman. Kokonaistaloudellisen edullisuuden perusteet (arviointikriteerit) esitettiin tarjouspyynnössä.
