Cet appel d’offres vise ainsi à procéder à la sélection d’un soumissionnaire en mesure de fournir une solution adéquate et d’accompagner un projet de changement du progiciel comptable intégré conformément aux bonnes pratiques en matière de gestion de projet dans une approche SaaS. En termes de périmètre, le projet de remplacement concerne les domaines d’activité suivants : 1. Gestion complète des flux comptables (comptabilité financière, générale et analytique) Gestion de l’ensemble du cycle, incluant la comptabilité financière, générale et analytique.[1] <https://imadge.sharepoint.com/sites/PGIIMAD-Appeldoffres/Documents%20partages/05_Appel%20d%20offres/01-Documents%20pour%20l'appel%20d'offres/AOO_2025_134_ERPFIN_Annexe_A_Cahier%20des%20Charges.docx#_ftn1> 2. Optimisation du cycle de facturation et des débiteurs Gestion continue depuis l’émission des factures jusqu’au suivi et au recouvrement des paiements. 3. Pilotage unifié du processus achat-paiement (gestion des achats et des fournisseurs) Intégration des étapes allant de l’identification des besoins à la gestion des paiements pour un flux optimisé. 4. Approvisionnement et logistique en flux continu Gestion de l’ensemble des processus pour garantir une chaîne d’approvisionnement et logistique cohérente et performante sur plusieurs sites. 5. Contrôle et gestion budgétaire en continu Mise en place et suivi de processus pour une gestion budgétaire optimisée et un pilotage stratégique. 6. Intégration technique et cohérence des systèmes Intégration avec les outils et solutions de l’écosystème applicatif existant afin d’assurer une continuité et une fluidité du transfert des données. La gestion des salaires et la gestion des ressources humaines sont considérées comme hors périmètre. La gestion financière des projets, les immobilisations et les investissements en font partie intégrante.
