Description
Bristol NHS Foundation Trust (BFT) intends to commence a procurement exercise, potential as early as November 2026, to secure a provider capable of delivering the provision of a fully managed Lung Cancer Screening (LCS) service, previously known as the Targeted Lung Health (TLHC), across the Somerset, Wiltshire, Avon and Gloucestershire (SWAG) regional programme.
The proposed contract term is anticipated to be 36 months, with the option to extend for up to two further periods of 12 months each, resulting in a maximum potential contract duration of 60 months.
The procurement is expected to establish an end-to-end managed service, with the appointed provider responsible for the delivery of services including, but not limited to:
• Clinical and diagnostic services, including the provision of appropriately qualified workforce and equipped mobile units.
• IT systems and data management services.
• Programme management services, including logistics, stakeholder communications, and continuous service development.
Whilst the final service model remains subject to further development, the anticipated pathway is expected to include:
1. Identification of the eligible population cohort.
2. Appointment booking and scheduling.
3. Lung Health Check assessment.
4. Face-to-face clinical review and Low-Dose CT (LDCT) scanning.
5. Reporting and clinical assessment of results.
6. Multidisciplinary screening review meetings.
7. Communication of results, including rebooking where applicable; and
8. Follow-up, surveillance and recall activities.
BFT is currently evaluating potential procurement routes under the Provider Selection Regime (PSR), including:
• A Competitive Process conducted through the open market; or
• A further competition via the NHS Shared Business Services (SBS) Clinical Managed Services Framework (SBS10251)
BFT is seeking to implement the service within a challenging timeframe to support delivery of the SWAG Lung Cancer Screening Programme. Interested providers should note the anticipated accelerated procurement and mobilisation requirements and ensure they have sufficient capacity and resources to participate.
