Serviciile solicitate în cadrul prezentului contract sunt structurate în sapte etape (E1-E7), fiecare corespunzând unui pachet de activități (Work Package - WP) esențial pentru realizarea Portalului de servicii electronice integrate pentru cetățeni și mediul de afaceri, precum și pentru asigurarea funcționării continue și eficiente a acestuia, dupa cum urmeaza : E1.Definirea cerințelor funcționale și tehnice și a structurilor de date aferente proceselor vizate de portal, în vederea migrării și integrării cu sistemele și bazele de date existente E2.Proiectarea Portalului de servicii electronice integrate pentru cetățeni și mediul de afaceri, inclusiv integrare cu baze de date ale altor instituții pentru a asigura interoperabilitatea în livrarea serviciilor E3.Instalare și configurare platforme software/ componente tehnice E4.Dezvoltare, configurare și testare unitară platforme software/ componente tehnice E5.Testare (funcțională, performanță, securitate, de integrare, acceptanță) şi asigurarea funcționarii aplicațiilor software pe vechile date migrate E6. Instruire (utilizatori, administratori de business/tehnici) E7.Punere în producție Portal de servicii electronice integrate pentru cetățeni și mediul de afaceri Toate serviciile care vor fi achiziționate sunt descrise în Caietul de sarcini. Notă: AC va răspunde la solicitările de clarificări în a 11-a zi înainte de data limită de depunere a ofertelor. Conform art. 160 și 161 din Legea 98/2016 cu modificările și completările ulterioare, obligația AC de a răspunde la solicitările de clarificări este condiționată de transmiterea solicitărilor de clarificări cu 18 zile înainte de termenul limită de depunere a ofertelor. Serviciile care fac obiectul prezentului contractului constau în furnizarea de servicii specializate pentru analiza, proiectarea, dezvoltarea, testarea, implementarea, instruirea, migrarea datelor din aplicațiile existente și asigurarea mentenanței pentru Portalul de Servicii Electronice Integrate pentru Cetățeni și Mediul de Afaceri (PSEI-CMA), destinat utilizării de către cele 16 autorități publice locale partenere în proiect. Obiectivul principal al serviciilor este realizarea unei soluții informatice interoperabile, scalabile și prietenoase cu utilizatorul, care să permită furnizarea eficientă a serviciilor publice în format digital și reducerea semnificativă a interacțiunilor fizice dintre cetățeni/entități și administrația locală.
