armasuisse Immobilier, BM West / Lausanne, verwaltet ein Portfolio an Bau-, Instandhaltungs-, Sanierungs- und technischen Anpassungsprojekten, die sich auf mehrere Regionen der Westschweiz verteilen. Ein Großteil dieser Vorhaben betrifft Projekte kleinen und mittleren Umfangs. Gegenstand dieser Ausschreibung ist der Abschluss regionaler Rahmenverträge mit Dienstleistern für Bauherrenunterstützung (AMO), die die Projektleiter des Bauherrn bei der Vorbereitung, Steuerung, Überwachung und Dokumentation der Projekte des regionalen Portfolios unterstützen sollen, ohne jedoch an deren Stelle oder an die Planungs- und Ausführungsbeauftragten zu treten. Um die Nutzungs- und Betriebssicherheit zu gewährleisten, sich an neue Vorschriften anzupassen, die Haftung des Bauherrn sicherzustellen usw., wurde von armasuisse Immobilien ein umfangreiches Portfolio an Instandhaltungs- und Entwicklungsprojekten erstellt. Um die rasche Umsetzung der Sanierungsvorhaben zu gewährleisten und den Bedürfnissen der Mieter gerecht zu werden, sucht BM Ouest zuverlässige Partner als Bauherrenassistenten, die über die notwendigen Ressourcen und das erforderliche Know-how verfügen, um diese Aufgaben zügig und nachhaltig zu erfüllen. Ziel der vorliegenden Ausschreibung ist die Ernennung eines AMO-Beauftragten pro Los. Mit jedem Zuschlagsempfänger wird ein Rahmenvertrag mit einer festen Laufzeit von vier Jahren abgeschlossen, mit der Möglichkeit einer Verlängerung um ein Jahr. Die Leistungen werden mittels KBOB-Aufträgen Nr. 33 auf der Grundlage des KBOB-Rahmenvertrags Nr. 32 (Unterlagen D und E dieser Ausschreibungsunterlagen) vergeben. Das Einsatzgebiet ist in regionale Lose unterteilt; der vorliegende Auftrag betrifft die in Kapitel 3 dieses Dokuments aufgeführten Standorte und vorläufigen Gebiete. Der vorliegende Auftrag ist in 9 Lose unterteilt, die mehrere geografische Standorte von armasuisse Immobilien umfassen: Payerne DC/Luftfahrt Grolley / Belfaux Drognens / Romont Chablais (Aigle, Hongrin) Wallis (Dailly, Savatan) Bure / Jura Chamblon / Nordfuß des Jura Bière / Südfuß des Jura Genf Für jedes Los umfasst der Auftrag die Erbringung von Leistungen in den folgenden Bereichen: Unterstützung der Bauherrschaft Der Bieter kann ein Angebot für ein oder mehrere Lose einreichen; jedes Los wird separat bewertet und ist Gegenstand einer gesonderten Vergabe. Die Regeln bezüglich der Losaufteilung und der Anzahl der Lose, die pro Bieter vergeben werden können, werden noch näher festgelegt.
