Machine-generated summary

The Authority seeks a contractor to carry out the refurbishment of Ben Lomond View on Pottery Street, Greenock, Inverclyde, PA15 2UZ, so the building can replace the existing Greenock Police Station, a c.1970 property that no longer meets 21st century policing needs. Tenderers must comply with the Procurement (Scotland) Regulations 2016 exclusion rules, the Equality Act 2010, may need to declare Personal Service Company use under IR35, confirm payment of the Real Living Wage, and complete a declaration of non-involvement in serious organised crime.

Description

The Authority wishes to appoint a contractor to deliver the works package for the refurbishment of Ben Lomond View, Pottery Street, Greenock Inverclyde, PA15 2UZ. Works must be completed by 30 April 2027. The existing Greenock Police Station was built c. 1970 and is key in providing operational policing to the community of the Inverclyde area. Over the past few decades, the use of the building has evolved, and alongside aspects due to general age of the building, and the roll out of various new systems, practices, and technologies, the current building no longer suits the requirements of 21st century policing. As such there is a need to exit the station and relocate the Police Station to another property at Ben Lomond View, Pottery Steet, Greenock. The intention is to refurbish Ben Lomond View, so it is fit for use for future years. The Authority is leasing the site from Riverside Inverclyde. Economic Operators Applicable to Non-FTS Notices: Economic operators may be excluded from this competition if they are in any of the situations referred to in regulation 8 and 9 of the Procurement (Scotland) Regulations 2016. Assessment of Employment Status Tenderers may be asked to declare whether they intend to provide services through a Personal Service Company (PSC). From April 2017, the responsibility to pay employment taxes shifts from the PSC to public sector bodies and the Authority must be aware of any successful tenderer’s detailed employment status. For further information on determining employment status the Government has published guidance on this IR35 Legislation Living Wage Tenderers will be asked to confirm if they pay all employees as a minimum the Real Living Wage as published by the Living Wage Foundation for statistical information gathering purposes only. Equality and Diversity Tenderers will be required to comply with the statutory obligations under the Equality Act 2010. Declaration of Non-Involvement in Serious Organised Crime Tenderers must complete and sign a Declaration of Non-Involvement in Serious Organised Crime form. Subcontractor Detail Tenderers will be required to provide details of the subcontractors they intend to use in their supply chain. Tenderers are required to complete this section as part of the SPD.
