Provision of external expertise for on-the-job training 'Communication, participation and transparency in strategic processes' under Activity 3 of project BG16RFTA001-1.010-0082-C01

The contract covers a two-day, in-person on-the-job training course for 6 trainees: 3 employees and 3 members of the management board, delivered by at least 2 external experts on the premises of the association in Varna. Topics include communication with local communities, civic participation, publicity, accountability and transparency in strategic processes. The detailed scope is set out in the technical specification. The procedure is a call-based selection under the Public Procurement Act, run as a single procedure with no separate lots. Award follows the optimal quality-price ratio, weighted 51% quality and 49% price. The training takes place according to an agreed schedule until 31.12.2026, with final handover due by 07.01.2027, and payment of 100% within 30 calendar days after completion, acceptance and submission of a valid accounting document.
