Postępowanie prowadzone jest w trybie przetargu nieograniczonego na podstawie przepisów ustawy z 11 września 2019 Prawo zamówień publicznych (Dz. U. z 2026 r., poz. 739 dalej „PZP") Przedmiotem zamówienia jest zagospodarowanie odpadów komunalnych pochodzących z terenu gminy Środa Wielkopolska. Kompleksowa usługa zagospodarowania odpadów komunalnych, pochodzących z terenów gminy Środa Wielkopolska, polega na: 1) przyjmowaniu odpadów komunalnych, wyszczególnionych rodzajowo, we wskazanym i zapewnionym przez Wykonawcę miejscu przyjmowania odpadów komunalnych, 2) zbieraniu/magazynowaniu odpadów komunalnych, w tym w miejscu przyjęcia odpadów komunalnych, po ich przyjęciu, a przed przetwarzaniem, 3) przetwarzaniu przyjętych odpadów komunalnych w procesach odzysku (R) i/lub unieszkodliwiania (D), we wskazanym i zapewnionym przez Wykonawcę miejscu zagospodarowania odpadów komunalnych, 4) realizacji obowiązków sprawozdawczo-informacyjnych, 5) realizacji obowiązków gwarantujących Zamawiającemu możliwości realizacji uprawnień kontrolno-weryfikacyjnych. Poprzez „odpady komunalne” należy rozumieć tak określone odpady w ustawie z dnia 14 grudnia 2012 r. o odpadach (Dz. U. z 2023 r. poz. 1587 ze zm., dalej: „u.o.”) oraz ustawie z dnia 13 września 1996 r. o utrzymaniu czystości i porządku w gminach (Dz. U. z 2025 r. poz. 733 ze zm., dalej: „u.c.p.g”), a także odpady budowlane i rozbiórkowe objęte przedmiotem zamówienia. Zakresem zamówienia objęte są zarówno odpady odbierane bezpośrednio od właścicieli nieruchomości zamieszkałych położonych na terenie gminy Środa Wielkopolska, jak i zbierane w Punkcie Selektywnego Zbierania Odpadów Komunalnych. Zamawiający nie dopuszcza składania ofert częściowych. Nie dokonano podziału zamówienia na części .
