Zamówienie ma charakter mieszany w rozumieniu art. 27 Pzp; głównym przedmiotem zamówienia jest dostawa, ponieważ szacowana wartość świadczeń o charakterze dostawy (Wartość Etapu Inwestycyjnego wraz z jej finansowaniem i Gwarantowaną Wartością Rezydualną) przewyższa szacowaną wartość świadczeń o charakterze usług (serwis, utrzymanie i pozostałe świadczenia w Okresie Najmu) oraz robót budowlanych (posadowienie). Obejmuje oddanie do używania w formule długoterminowej kompletnego rozwiązania technologicznego, wraz z projektowaniem, dostawą, posadowieniem, integracją, uruchomieniem, testami, szkoleniami, dokumentacją i serwisem oraz innymi świadczeniami wyraźnie wskazanymi w Formularzu Ofertowym/CIF i Umowie.
