Przedmiotem wznowionego zamówienia jest wykonanie robót budowlanych oraz przeprowadzanie usługi Serwisu dla Inwestycji pn.: „Budowa i przebudowa kogeneracji gazowych o łącznej mocy 4,636 MWe i 5,729 MWt w Elektrociepłowni Ciechanów ”, które to zamówienie opiera się na formule „zaprojektuj i wybuduj”, a zatem obejmuje wykonanie niezbędnych prac projektowych, budowlanych, instalacyjnych, zrealizowanie dostaw urządzeń i materiałów, przeprowadzenie rozruchów, szkoleń i testów gwarancyjnych oraz uzyskanie certyfikatów i pozwoleń niezbędnych do przekazania do użytkowania. Szczegółowy opis przedmiotu zamówienia, w tym wymagania techniczne, architektoniczne, technologiczne, instalacyjne, teletechniczne, materiałowe i funkcjonalno-użytkowe, określa Program Funkcjonalno-Użytkowy, stanowiący Załącznik Nr 2 do SWZ.
