Description

1. Przedmiotem zamówienia jest budowa stacji 220/110 Wigry w ramach projektu „Połączenia międzysystemowego między Polską a Litwą (obecnie znane jako Harmony Link) wraz z przyłączeniem Suwalskiej Specjalnej Strefy Ekonomicznej”. Zakres prac obejmuje prace projektowe i roboty budowlano-montażowe. Ponadto Zamawiający przewiduje możliwość skorzystania z praw opcji: Opcja nr 1 (z możliwością dwukrotnego zastosowania i niezależnie od siebie) - wyposażenie pola rezerwowego R220 kV, została opisana w pkt. 1.2.1 Części II SWZ PFU. Opcja nr 2 (z możliwością jednokrotnego zastosowania) - wyposażenie pola rezerwowego R110 kV, została opisana w pkt. 1.2.2 Części II SWZ PFU. Opcja nr 3 - zapewnienie przez Wykonawcę stałej obsługi ruchowej i eksploatacyjnej SE Wigry, została opisana w pkt. 1.2.3 Części II SWZ PFU. Opcja nr 4 - Opcja Nadzoru została opisana w pkt. 2.8. oraz 11.26 Części IV SWZ Wzór umowy. 2. Szczegółowy opis przedmiotu zamówienia znajduje się w Części II SWZ Program Funkcjonalno-Użytkowy. 3. Nazwy i kody Wspólnego Słownika Zamówień: 45000000 - 7 Roboty budowlane. 4. Każdorazowo, we wszystkich przypadkach, w których Zamawiający opisując przedmiot zamówienia przez odniesienie do norm, ocen technicznych, specyfikacji technicznych i systemów referencji technicznych, o których mowa w art. 101 ust. 1 pkt 2 i ust. 3 ustawy Zamawiający dopuszcza rozwiązania równoważne opisywanym, jeżeli pozwolą one uzyskać cechy lub parametry nie gorsze niż przywołane. Powyższe oznacza, że wykonawca może zastosować rozwiązania opisane przez Zamawiającego „lub równoważne”. 5. Zgodnie z art. 101 ust. 5 ustawy, Wykonawca, który powołuje się na rozwiązania równoważne opisywanym przez Zamawiającego, jest obowiązany wykazać, że oferowane przez niego dostawy, spełniają wymagania określone przez Zamawiającego, pod warunkiem, że Wykonawca udowodni w ofercie, w szczególności za pomocą przedmiotowych środków dowodowych, o których mowa w art. 104-107 ustawy, że proponowane rozwiązania w równoważnym stopniu spełniają wymagania określone w opisie przedmiotu zamówienia. 6.Zamówienie realizowane jest w ramach projektu współfinansowanego przez Unię Europejską ze środków instrumentu Łącząc Europę (Connecting Europe Facilty). 7. Stosownie do postanowień art. 438 ustawy w związku z art. 95 ust. 1 ustawy, Zamawiający określa wymagania związane z realizacją zamówienia w zakresie zatrudnienia przez wykonawcę lub podwykonawcę na podstawie stosunku pracy osób wykonujących wskazane przez Zamawiającego czynności w zakresie realizacji zamówienia, jeżeli wykonanie tych czynności polega na wykonywaniu pracy w sposób określony w art. 22 § 1 ustawy z dnia 26 czerwca 1974 r. - Kodeks pracy (Dz.U. z 2023 r. poz. 1465 tj.). Wymagania zawarte są w Części II oraz IV SWZ.
