Riigihanke lepingu esemeks on „Planeerimispõhimõtete juhendi täiendamine“ Tellijal on kavas anda ajakohastatud planeerimispõhimõtete juhend välja planeerimisseaduse § 7 lõike 1 alusel. Nimetatud sätte alusel antava juhendi eesmärk on selgitada seaduses sätestatud planeerimispõhimõtete sisu ja rakendamist ning toetada nende ühetaolist tõlgendamist praktikas. Tegemist ei ole õigusnorme kehtestava dokumendiga, vaid metoodilise juhendmaterjaliga, mis aitab planeeringute koostajatel, menetlejatel ja kooskõlastajatel seaduses sätestatud põhimõtteid sisustada ja rakendada.
