Планова закупівля на виконання вимог постанови Кабінету Міністрів України від 12.10.2022 №1178 “Про затвердження особливостей здійснення публічних закупівель товарів, робіт і послуг для замовників, передбачених Законом України “Про публічні закупівлі”, на період дії правового режиму воєнного стану в Україні та протягом 90 днів з дня його припинення або скасування” із змінами. Згідно Кошторису ГУ ДСНС України у Вінницькій області на 2026 рік за КПКВ 1006280 від 12.01.2026 року. Відповідно до роз’яснення Міністерства економічного розвитку і торгівлі України від 03 вересня 2020 року №3304-04/54160-06 “Щодо планування закупівель” Законом встановлено, що закупівля здійснюється відповідно до річного плану у разі: 1) виникнення нової чи додаткової потреби у товарах, роботах чи послугах, яку замовник не міг передбачити; 5) перерозподілу коштів, які було заплановано на закупівлю іншого(их) предмета(ів) закупівлі або фінансування інших видатків; 8) інших подібних випадках, замовник може вносити відповідні зміни до річного плану закупівель, шляхом створення нових та/або редагування/видалення існуючих рядків річного плану з інформацією про закупівлі. Згідно абзацу 3 пункту 15 Особливостей затверджених постановою Кабінету Міністрів України від 12.10.2022 №1178 передбачено, що якщо у замовника виникла додаткова потреба (яку замовник не міг передбачити на момент здійснення закупівлі за тотожним предметом закупівлі) у здійсненні закупівлі за предметом закупівлі, закупівля за яким ним вже була здійснена у поточному році, очікувана вартість такого предмета закупівлі не додається до очікуваної вартості тотожного предмета закупівлі (тотожних предметів закупівель), закупівля яких була здійснена; замовник обирає вид закупівлі такого предмета закупівлі з урахуванням вартісних меж, визначених особливостями.
