Das Ziel ist die Erhaltung des betriebswichtigen Kommunikationssystems „Commend“. Dieses System stellt in Verbindung mit GSM-R bei unterschiedlichen Notfall- und Störfallszenarien betriebsrelevante Sprechverbindungen zwischen Elektronischen Stellwerken, Streckenposten, Leitständen, Tunnelquerschlägen und Fahrdienstleitern bereit. Darüberhinaus wird das System auch für die Funkkommunikation mit Rettungskräften bei Tunneleinsätzen verwendet und kann mittels TETRA-Funk eine neue Kommunikationsschnittstelle zu Blaulichtorganisationen beistellen.
