Description

The aim of the procurement is to establish a framework agreement for the procurement of IT related consultancy services. The contract will be signed with several parallel tenderers within the defined disciplines in order to ensure sufficient capacity, flexibility and access to top competence. Ikomm requests a supplier mix that consists of both smaller, specialised professional environments and large tenderers with broad capacity. The competition is therefore designed with low threshold requirements and a clear emphasis on competence, relevance, interaction model and transfer of competence. The call-offs on the framework agreement will primarily apply to assignments for supporting our Owner Municipalities and their IT projects, but can also relate to internal Ikomm projects. The aim of the procurement is to establish a framework agreement for the procurement of IT related consultancy services. The contract will be signed with several parallel tenderers within the defined disciplines in order to ensure sufficient capacity, flexibility and access to top competence. A minimum of 10 CVs must be submitted in order to deliver in the widest category. In order to submit expertise with tender offers, a minimum of two CVs must be submitted.; Objective: Ensure uniform, sustainable and standardised architecture across business, process, data, applications and technology. Scope (not exhaustive): · Business, system and information architecture · Cloud, platform and integration architecture · Security architecture and compliance-by-design Tenderers are not required to cover all the architecture areas.; Objective: Ensure uniform, user friendly and efficient services. Secure systems that create value. Desired roles: · UX Designer · Service Designer · Business Developer; Objective: Analyse and plan what needs the users have. Program, test, and improve code using modern language and frameworks. Design robust and scalable system structures. Test and troubleshoot to ensure that the software is faultless and functioning correctly. Desired roles: · Front-end · Back-end · Test Manager · DevOps; Objective: Facilitate and establish systems for data driven management and decision support. Scope (not exhaustive): · Data platforms, data warehouse, data lake, databases · BI and reporting · Advanced analysis using artificial intelligence · Integrations and data acquisition · Examples of technology are Microsoft Fabric and PowerBI; Objective: Ensure stable, secure and future orientated operation and platform development, as well as deliveries. Scope (not exhaustive): · Operation and management of IT platforms. · Cloud and hybrid infrastructure · Network · Client, application and service management · Telephony Tenderers can have expertise within parts of the discipline.; Objective: Strengthen information security, privacy and stand-by at operative, architectonic and strategic level. Scope (not exhaustive): · Operative security and incident management · ROS, DPIA, compliance and privacy. · Stand-by, continuity and crisis management. · Information Security Management System · The Digital Security Act (NIS1/NIS2) Tenderers shall be able to act independently of commercial product interests where relevant.; Objective: Ensure competence within the OT area, as well as ensure safe and efficient integration between building engineering systems and IT. Scope (not exhaustive): · Control plants/BMS and IoT · OT/IT integration and segmentation · Safe operation and stand-by · VA · Welfare technology Secure integration between OT and IT environments is a central requirement.
