Description

Avinor intends to extend the existing contracts with Avarn Security Aviation AS for staffing of security control services at Oslo Airport. The background for the extension is the implementation of new security control equipment due to changes in EEA relevant regulations (New Security Baseline/NSB). Due to changes in NSB, the procurement of new equipment for security control, i.e. table systems and x-ray machines, was delayed. The delay has consequences for the security control services, by the new equipment being phased in at a later date than Avinor assumed in its planning. The excisting agreements with Avarn Security Aviation AS was initially valid until 28 February 2027. The agreements expires at the same time that new equipment shall be implemented. Avinor estimates that any supplier change in the implementation phase will lead to a high risk of operational disruption to security checks, including: • Practical and technical challenges connected to training and simultaneous operation of both old and new equipment with significant risk of operational interruptions in the security control. • Increased security risk due to reduced system comprehension with a new tenderer. In order to ensure stable operation and ensure the airport's security level during the phasing-in of new equipment, it is considered necessary to extend the existing agreement with Avarn Security Aviation for 9 months. With such an extension, Avarn Security Aviation will run the entire complex period with simultaneous operation of both old and new technology, as well as perform the majority of the implementation of new equipment and operate it for a period before any change of supplier. Avinor consideres that the conditions for changes as a result of unforeseen circumstances in accordance with the utilities regulations § 24 1 first section letter d have been met. Reference is made to the fact that the background for the extension is a delay in NSB, which Avinor could not have foreseen when the contract was awarded to Avarn Security Aviation AS, and whose consequences Avinor has likewise been unable to avoid. Work on the new procurement is ongoing. The planned notice for the new competition is October 2026. The new supplier will, according to the plan, be able to start operations 1 December 2027, when all equipment with old technology is phased out. This is to be seen as advantageous for both the contracting authority, the current supplier and the future supplier. The extension is planned to be signed 10 days after publication.
