Oslo municipality c/o the Agency for Urban Environment invites tenderers to a market survey. The agency intends to enter into a contract for assistance with the implementation of experience based courses in universal design. The contracting authority would like to map out which tenderers can submit tenders in a future tender competition. Description of the procurement The Agency for Urban Environment has a broad and comprehensive responsibility in the management of outside areas, streets and parks in Oslo. The safeguarding of universal design is legislated, but throughout the agency sees a need for training that based on personal experiences, this is to highlight the ripple effects of a lack of universal design. The Agency for Urban Environment would like the starting point for future and further competence raising within universal design to be based on self-lived experiences and experiences in the problem rather than pure training in the classroom environment.   Since 2024 the Agency for Urban Environment has initiated a commitment to raise the competence and understanding of universal design in the Agency for Urban Environment ́s work and management. This work will be carried out through different competence raising measures that are adapted to meet the Agency for Urban Environment ́s different professional environments in the best possible way. A central aspect of this is to develop a common ground understanding and insight into the importance of safeguarding universal design. The Agency for Urban Environment ́s competence raising takes steps to address the agency's broad and diverse competence and management portfolio. In light of this breadth, a common, but sometimes on section level, adapted courses to hit the sections ́works and work is necessary in an appropriate manner. Requirement specifications Tenderers must be able to offer a general course offer that includes conversations, observation and participating observation in the physical course location* and in the cityscape in Oslo, including: * Offer "first meeting" and experience conversations with persons with reduced vision or blind and persons with reduced accessibility. * Offer the need holder perspective in the face of a lack of universal design in Oslo ́s streets as a part of conversations in smaller groups and on trips on the streets of Oslo.  * Offer adapted and relevant experience transfer and the opportunity to experience the consequences of a lack of universal design for the Agency for Urban Environment ́s professional environments, and where relevant offer this with specific trade adaptations in the frameworks of experience-based learning. The tender with the content of the course must be documented from equivalent or equivalent implementations for other entities that were previously implemented. Tenderers must have experience with and be able to document operative, experience-based courses within universal design, including: * Have in-depth prior experience with challenges within universal design in Oslo. * Have in-depth and current practical knowledge and experience of navigating Oslo with reduced accessibility.   Tenderers must offer resources who can communicate in Norwegian or another Scandinavian language. *Course premises are provisionally planned for Ruter ́s premises in the centre of Oslo, and further logistics will be solved in consultation with the tender winner.
