Description

The aim of the procurement is to enter into a contract with one supplier of forest fire extinguishing service by helicopter. The service includes: • Fixed forest fire preparedness and efforts in the period from 15 April to 15 August each year. • Expanded forest fire preparedness and commitment with extra helicopters if a situation arises with a high risk of forest fires and/or many forest fires • Assistance with extraordinary events that have resulted in or can lead to a loss of life or damage to health, critical community functions or critical infrastructure, when other national helicopter resources are not sufficient. See the attached procurement documents for further details on the purpose of the contract, as well as for the contracting authority ́s requirements connected to the service. The following qualification requirements apply in the qualification phase: 1. Norwegian tenderers must have their affairs in order with respect to the payment of tax, payroll tax and VAT. 2. Tenderers shall be registered in Norway, either in the register of units or in the Register of Business Enterprises. 3. Tenderers shall have good credit worthiness. The minimum requirement for credit worthiness is rating A or equivalent. 4. Tenderers shall have experience from assignments with forest fire extinguishing with helicopter. 5. Tenderers shall have solid capacity, competence, resources and suitable manpower to carry out the deliveries under the contract. 6. Tenderers shall have operational licences issued by the Civil Aviation Authority. 7. Tenderers shall have a quality assurance system suited to the delivery and the risks involved. 8. Tenderers shall have a system and routines for reducing the most important the environmental impact of the delivery. See the attached qualification documentation and other procurement documents for further details on the qualification requirements and documentation.; The procurement will be carried out as: TED - Negotiated procedure in two stages after a prior notice in accordance with PPR part I and part III in accordance with PPR § 13-1, cf. § 13-2 c. This competition is initiated with a qualification phase. All interested tenderers can register their interest in the procurement in Mercell TendSign in the qualification phase, cf. the qualification documentation point 3.2. The tenderer will then have direct access to all the procurement documents. Tenderers who wish to participate in the competition must submit a request for this by submitting a qualification application with the accompanying documentation.
