De doelstelling van deze aanbesteding is het contracteren van één opdrachtnemer die met één contactpersoon zitting neemt in het bouwteam, samen met dit bouwteam een (bouwkundig) ontwerp opstelt, een begroting afgeeft conform het opgestelde (bouwkundig) ontwerp en het werk uitvoert conform het opgestelde bouwkundig ontwerp. Gelijktijdig met deze aanbesteding publiceert de gemeente ook een Europese aanbesteding voor het selecteren van een E&W installateur die eveneens plaats zal nemen in het bouwteam.
