Deelnemende gemeenten zijn op zoek naar een partij die betrouwbare grondwatermonitoringsdata kan genereren. Deze partij is eigenaar van de loggers en eventuele aanvullende apparatuur en software. Opdrachtgever behoudt het eigendom van de peilbuizen en krijgt alleen de beschikking over de data, en wordt geen eigenaar van hard-of software. Bij aanvang van de overeenkomst wordt de aanwezige telemetrie eigendom van de opdrachtnemer en kan deze eventueel vervangen worden door telemetrie van de opdrachtnemer. Doelstelling van de aanbesteding betreft: Het kunnen beschikken over betrouwbare grondwaterdata, waarbij op een zo duurzame wijze gewerkt wordt. Het betreft 189 loggers in drie gemeenten.
