Description

Het Zorginstituut werkt in opdracht van het Ministerie van VWS aan een Toekomstbestendig Stelsel Geneesmiddelen (hierna TSG) voor de instroom van nieuwe geneesmiddelen in het verzekerde pakket. Om de doelen van het TSG te bereiken is de inzet van een informatiemanagementsysteem (hierna IMS) een randvoorwaarde. Een IMS helpt het Zorginstituut en andere betrokken partijen met de informatieverzameling en samenwerking gedurende de verschillende stappen van het instroomproces. Er is een functioneel ontwerp gemaakt voor het IMS. Om het IMS te realiseren is een volgende stap om toe te werken naar een Europese openbare aanbesteding. Het Zorginstituut heeft besloten dat te doen binnen de kaders van open standaarden en Europese leveranciers. Dit is in lijn met de visie voor een autonome en soevereine digitale overheid. De aanleiding voor deze marktconsultatie is dat het thema Open Source voor het Zorginstituut nog onvoldoende bekend en uitgewerkt is. Wij willen beter begrijpen welke mogelijkheden, risico’s en randvoorwaarden er in de markt bestaan, zodat we een weloverwogen keuze kunnen maken voor de verdere inrichting van onze behoefte. Door in gesprek te gaan met marktpartijen verkrijgen wij inzicht in beschikbare oplossingen, best practices en relevante ontwikkelingen, wat ons helpt om onze vraag scherper te formuleren en te bepalen welke aanpak het beste aansluit bij onze organisatie. De marktpartijen worden van harte uitgenodigd om mee te denken over de inhoud van de aanbestedingsdocumenten om zo tot een realistische uitvraag te komen. Aan de marktpartijen wordt gevraagd om inzicht te geven in hun kennis en ervaringen met soortgelijke opdrachten. De informatie die het Zorginstituut vergaart, kan worden gebruikt bij het opstellen van de aanbestedingsdocumenten. Aan de deelneming van- of bijdragen aan deze marktconsultatie kunnen geen rechten worden ontleend.
