Description

Nederland heeft een verdragsrechtelijke verplichting het Nederlands zeegebied systematisch hydrografisch op te nemen en nautisch te karteren. Deze taak staat al een tijd onder druk door diverse oorzaken waardoor niet alle gebieden op de Noordzee voldoen aan de gewenste cartografische standaard. De komende jaren worden er nieuwe hydrografische schepen geïntroduceerd en worden er potentieel taken in het kader van bescherming van de kritische infrastructuur op de Noordzee deels bij de hydrografische eenheden neergelegd en worden de eenheden voor andere militaire en ondersteunende taken ingezet. Zowel de invoering van nieuw materiaal als het beleggen van extra taken zorgen ervoor dat er nog minder hydrografische capaciteit beschikbaar is voor een van de kern taken van de hydrografische schepen, data verzamelen ten behoeve van de veilige navigatie op het NCP. Om in staat te zijn om de huidige achterstand deels in te lopen, de komende jaren flexibeler te kunnen zijn om de hydrografische eenheden voor ander (militaire) taken in te zetten, is er de wens om een dienstverleningsovereenkomst met een derde partij af te sluiten die en deel van de civiele hydrografische taken over kan nemen.
