Description

De huidige overeenkomst voor kwalitatief onderzoek naar Wmo-hulpmiddelen loopt af per 31 oktober 2025 en kent geen verlengingsopties. De gemeente Almere is daarom voornemens een nieuwe overeenkomst af te sluiten voor deze dienst, die bestaat uit het onafhankelijk beoordelen en monitoren van de uitvoering van het hulpmiddelencontract. Op basis van marktverkenning en een marktconsultatie is vastgesteld dat slechts één marktpartij in staat is deze geïntegreerde dienstverlening uit te voeren conform de inhoudelijke en technische eisen van de gemeente. Daarom wordt voorgesteld om de opdracht te gunnen via een onderhandelingsprocedure zonder voorafgaande aankondiging, op grond van artikel 2.32 lid 1 sub b Aanbestedingswet. De overeenkomst wordt gesloten met een maximale opdrachtwaarde van € 525.000,- exclusief btw. Indien deze waarde wordt bereikt, eindigt de overeenkomst van rechtswege. De raming is gebaseerd op een bestand van ca. 3.000 hulpmiddelen en een historisch gemiddeld jaarlijks volume van € 50.000,- exclusief btw. De dienst bestaat uit het leveren van ondersteuning en informatie over de voortgang van de overeenkomst Wmo hulpmiddelen. Dit gebeurt door middel van steekproefsgewijze controle van de staat van het hulpmiddel (fysieke schouwing), de passendheid bij de persoonskenmerken van de klant en de klanttevredenheid. Dit zal zowel zijn op het gebied van leveringen (onderzoek 1) als op service/onderhoud (onderzoek 2). Dit gaat dus om 2 verschillende onderzoeken. Ieder onderzoek dient te worden afgesloten met een rapportage waarin door middel van cijfers door het jaar heen een trend is te zien. Tevens wordt er de mogelijkheid geboden op basis van nacalculatie gebruik te maken van een ombudsfunctie.
