De Gemeente Den Haag is voornemens een Raamovereenkomst af te sluiten voor het leveren van video-, animatie- en aanverwante audiovisuele productiediensten ten behoeve van de gehele gemeentelijke organisatie. De gemeente zet audiovisuele middelen in voor uiteenlopende communicatievraagstukken, waaronder publiekscommunicatie, participatie, voorlichting, arbeidsmarktcommunicatie, interne communicatie, evenementen, bestuurlijke communicatie en campagnevoering. De opdracht is verdeeld in twee percelen: Perceel 1 - Integrale video- en animatieproducties Perceel 1 omvat het ontwikkelen, produceren en opleveren van integrale audiovisuele producties. Hieronder vallen onder andere: conceptontwikkeling; redactie en scripting; videoproducties; animaties en motion graphics; productie en regie; montage en postproductie; ondertiteling en toegankelijkheidsvoorzieningen; livestreams en registraties. De werkzaamheden kunnen variëren van korte videoproducties tot omvangrijke campagne-, voorlichtings- en bestuurlijke producties. Voor dit perceel worden maximaal drie opdrachtnemers gecontracteerd. Perceel 2 - Flexibele productiecapaciteit (brokerconstructie) Perceel 2 omvat het leveren en organiseren van flexibele productiecapaciteit via een brokerconstructie. De opdrachtnemer is verantwoordelijk voor het beschikbaar stellen, matchen en coördineren van externe makers en productieprofessionals, waaronder: camjo's; videomakers; editors; contentmakers; overige audiovisuele specialisten. De broker fungeert als centraal aanspreekpunt voor de gemeente en is verantwoordelijk voor de beschikbaarheid, matching, kwaliteitsborging en administratieve afhandeling van de inzet van deze flexibele capaciteit. Perceel 2 is bedoeld voor de tijdelijke inzet van individuele audiovisuele professionals ter ondersteuning van de gemeentelijke organisatie en niet voor het uitvragen van integrale productieopdrachten. Voor dit perceel wordt één opdrachtnemer gecontracteerd. Perceel 1: Integrale video- en animatieproductie - Perceel 1 is bedoeld voor integrale video- en animatieproducties waarbij sprake is van conceptontwikkeling, productie en oplevering van een eindproduct.; Perceel 2: Flexibele productiecapaciteit (broker) - Perceel 2 is bedoeld voor de tijdelijke inzet van individuele audiovisuele professionals en niet voor integrale productieopdrachten.
