Het collectief van meerdere gemeenten binnen het waterschapsgebied Rijn & IJssel en het Waterschap R&IJ wil een opdracht gunnen aan één opdrachtnemer voor het leveren en onderhouden van een Regionale Hoofdpost voor een aantal gemeenten binnen waterschapsgebied Rijn & IJssel en een koppeling met de Hoofdpost van Waterschap Rijn en IJssel. De Hoofdpost is een SAAS-oplossing die direct toegankelijk is via een webbrowser. Hierbij is Opdrachtnemer ook verantwoordelijk voor het leveren van de communicatie tussen de Hoofdpost en de apparatuur of indirecte Hoofdpost. De gemeente Oude IJsselstreek treedt in deze aanbesteding op als penvoerder voor 13 partijen (deze noemen wij hierna 'Deelnemers'); dit zijn: gemeenten Aalten, Berkelland, Bronckhorst, Doesburg, Duiven (1Stroom), Lochem, Montferland, Oost Gelre, Oude IJsselstreek, Westervoort (1Stroom), Zevenaar, Zutphen en Waterschap Rijn en IJssel. De Hoofdpost is een SAAS-oplossing die direct toegankelijk is via een webbrowser. Alle huidige besturingen, meetapparatuur en indirecte Hoofdposten conform objectenlijst en PvE worden aangesloten op de te leveren Regionale Hoofdpost. Hierbij is Opdrachtnemer ook verantwoordelijk voor het leveren van de communicatie tussen de Hoofdpost en de apparatuur of indirecte Hoofdpost.
