Gemeente Zoetermeer is voornemens een overeenkomst te sluiten voor de levering en plaatsing van circa 52 tot 55 ondergrondse onderlossende perscontainers voor de inzameling van oud papier en karton (OPK). De opdracht omvat tevens: • plaatsing en ingebruikname van de perscontainers; • jaarlijkse keuringen; • onderhoud en service gedurende de volledige levensduur van de containers. De levering en plaatsing zijn voorzien in 2027. De onderhouds- en keuringswerkzaamheden lopen gedurende de volledige levensduur van de containers. Geraamde opdrachtwaarde: € 2.400.000,- exclusief btw. Betreft leverantie in 2027 en keuring en onderhoud voor 10 jaar. De huidige ondergrondse papiercontainers binnen de gemeente Zoetermeer beschikken niet over een persfunctie. Het beschikbare volume sluit niet langer aan op de huidige samenstelling en omvang van het aangeboden materiaal. De gemeente constateert een structurele verschuiving van het aanbod van oud papier naar karton. Inmiddels bestaat het aangeboden materiaal voor circa 70% uit karton en voor circa 30% uit papier. Deze ontwikkeling heeft zich met name sinds de coronaperiode versneld door veranderde consumptiepatronen en de sterke groei van online aankopen. De huidige inzamelcapaciteit is ontoereikend. De inzamelaar van OPK heeft aangegeven momenteel zeven dagen per week met twee inzamelvoertuigen te rijden om het aanbod af te voeren. Ondanks deze hoge inzamelfrequentie ontstaat regelmatig bijplaatsing van karton naast de containers, hetgeen leidt tot zwerfafval en een vermindering van de kwaliteit van de openbare ruimte. Met de inzet van ondergrondse perscontainers wordt beoogd de capaciteit aanzienlijk te vergroten, de inzamellogistiek efficiënter in te richten en bijplaatsingen te verminderen. Zie document.
